No, and it is the difference between a mirror and a turntable. A flip reverses the picture; a rotation turns it. Text flipped reads backwards, text rotated does not.

No. The result is written fresh, so the date, the camera model and any GPS location your phone recorded are left behind. The rotate tool reads the orientation tag to do its job correctly, and still discards it on the way out.
